PayPal REST API deprecated /v1/customer/partner-referrals* without giving a shutdown date yet.

PayPal deprecated the /v1/customer/partner-referrals* endpoints without announcing a shutdown date. The reference documentation remains only to support existing integrations, but affected calls will eventually fail. PayPal REST API advises using its current offerings for any new integrations or upgrades.

## What to use instead

Use Partner Referrals v2 (POST /v2/customer/partner-referrals) instead.
